2025-2026 Winners | WRI Ross Center Prize for Cities

In the Philippines, just 6% of residents own cars, yet transport systems have long prioritized private vehicles, leaving millions of commuters and transport workers with unsafe, unreliable and inaccessible ways to get around.

In 2020, a broad citizen-led coalition emerged to reframe mobility as a civic issue and push for transport systems that better serve the people who rely on them every day. Move As One shows how to catalyze healthy cities by combining grassroots organizing with policy change that centers commuters, workers and everyday users in decision-making.

The coalition has helped secure nearly $1 billion in public transport investment, supported major reforms including bike lane expansion and bus rapid transit, and built a growing nationwide movement for safer, more inclusive mobility.
