The Pitch

African Water Cities Center, an initiative of NLÉ Works, creates affordable infrastructure solutions built over water that operate in harmony with the natural environment and the community. 

The Problem

30% of Lagos’ geographical area is water, but unregulated urban expansion has created a host of unsafe waterfront settlements. The pressures of rapid urbanization and climate change have increased the demand for land reclamation in waterfront areas. However, land reclamation projects are often expensive and only available to wealthy developers. Waterfront development heightens risks from environmental hazards, displaces local communities and diminishes water-based work opportunities for residents, creating large inequalities in cities like Lagos.  

The Process
  • Created a pilot project, the Makoko Floating School
  • Formed connections with 10 countries across four continents to co-develop and test further designs
  • Conducts land use, environmental and policy research (using the DESIMER factors of development) of each city where their designs or programs are being tested  
  • Adapts and updates pilot floating structures according to new research
  • Develops and tests new structures that float, are self-sufficient and have minimal environmental impact 
The Impact
  • Created floating housing developments that are affordable for communities because they avoid the cost of land  
  • Serves as an international model: The Makoko Floating School is a solution that has been replicated across the globe
  • Addresses the challenges of rapid urbanization
  • Created a new, sustainable way of living on the water
