The Pitch
ENAKL addressed Casablanca’s mobility crisis by creating a shared, tech-enabled shuttle network that provides low-income workers and women with safer, more affordable and more reliable access to jobs while cutting emissions and commute times.
The Problem
Casablanca’s more than 4 million residents face unequal access to transportation, long and unreliable commutes, and severe air pollution — challenges shaped by fragmented informal transportation systems that predominantly serve low-income workers and women in peri-urban areas.
The Process
- Built a shared, employer-funded shuttle model that pools commuters from underserved neighborhoods and connects them to major employment hubs through affordable, high-occupancy routes, reducing per-trip cost and emissions
- Introduced strict driver onboarding, designated pickup points and rider feedback channels to address safety barriers and increase women’s ridership
- Developed real-time mobility dashboards that help employers and public agencies track emissions, ridership, punctuality and service performance, supporting better planning and data-driven mobility decisions
- Optimized routes for shift workers in call centers, factories and logistics facilities, reducing long and unreliable commutes for low-income workers
- Demonstrated replicability, with Tangier, Kenitra and Fès engaging in early discussions about adopting a similar model
The Impact
- Grew service from 76 to over 750 shuttle rides per day between August 2023 and May 2025, demonstrating demand and the network’s ability to expand
- Helped avoid more than 60 tons of CO2 in 2024
- Achieved an 80–95% shuttle capacity rate, with each shuttle displacing an estimated eight to 12 private car trips
- Expanded coverage to 80% of Casablanca's major industrial employment zones
- Increased women’s ridership to 60% by improving safety, reliability and access to employment centers
