Increase Resilience Post Cyclone IDAI (ARPOC)

The Pitch

Beira City Council (Conselho Municipal da Beira) developed and implemented a series of resilience and disaster recovery plans to prepare the city for cyclones and minimize destruction from severe weather events. 

The Problem

Cyclone IDAI devastated Beira, leaving the city without water, energy, communication channels and transportation.  

The Process
  • Developed and improved the Recovery Plan for Public Facilities and Resilience and Disaster Action Plans, institutionalizing participatory governance into planning structures
  • Rebuilt structures that had been destroyed by the cyclone, including the primary school, Institute of Health Science and Administrative Post
  • Introduced Kigume, a technique for constructing wooden stalls and homes without bolting that allows for quick disassembly in case of disaster
  • Created a City Evacuation Logistics Center and trained community members in disaster prevention and response 
The Impact
  • Built new resilient structures that made the city more prepared for any future natural disasters
  • Increased residents capacity to respond to disasters and keep themselves safe by following clear procedures
