The Pitch

The District Secretariat of Habitat’s (Secretaría Distrital del Hábitat) Plan Terrazas granted housing subsidies to households in need across Bogotá to support living situation improvements, increasing residents’ access to housing that is safe and up to code. 

The Problem

Many vulnerable households in Bogotá lacked the resources to upgrade their living situations through home repairs and improvements, leaving many residents in unsafe housing that did not meet safe building standards. 

The Process
  • Created the Popular Housing Fund (CVP) to provide housing subsidies to vulnerable households
  • Institutionalized Plan Terrazas through several decrees that recognized the program, assigned functions to the CVP, allowed for the program’s execution, and established guidelines and regulations for housing solutions and subsidies 
The Impact
  • Provided housing subsidies (of $11,600) to 143 vulnerable households, reaching 65 of Bogotá’s neighborhoods
  • Provided economic opportunities and improved living conditions to women, victims of violence and low-income households
  • Upgraded living and housing conditions for all residents and neighborhoods  
  • Allowed households that received the subsidy to direct resources to other needs  
  • Improved household financial stability and sense of belonging and ensured that residents had safer homes that followed building codes
